Preheat the oven to 450°F.

Cut the cauliflower into small florets and place in a large bowl. Set aside.

Combine the flour, Vegetable Alrounder and salt in a medium bowl. Add the rice milk and water; mix well. Add to the cauliflower; toss to evenly coat the cauliflower with the batter. Use a slotted spoon to transfer the cauliflower to a parchment-covered rimmed baking sheet.

Roast the cauliflower in the oven for 10 minutes. Turn the cauliflower, then roast it for another 10 minutes.

Meanwhile, combine the Marinade ingredients in a saucepan, then cook over medium heat for 10 minutes, stirring frequently.

Remove the cauliflower from the oven. Do not turn the oven off. Spoon the roasted cauliflower into a medium bowl. Add the Marinade; stir to evenly coat the cauliflower with the marinade. Spoon the cauliflower onto a clean parchment-covered rimmed baking sheet. Bake for another 20 minutes, stirring after 10 minutes. Meanwhile, mix the Dip ingredients until well blended.

Remove the cauliflower from the oven. Serve with the dip.
